On the Occasion of the National Day of Resilience – March 26, 2026

On the eleventhanniversary of the National Day of Resilience, the Yemeni people reaffirm theirdetermination to move steadfastly forward in confronting a war, aggression, andsystematic blockade, drawing upon an unbreakable national will and upholding theirlegitimate right to sovereignty and independence.

Over the past elevenyears, the telecommunications and information technology sector in the Republicof Yemen has been subjected to a complex and deliberate aggression thatdirectly targeted its civilian infrastructure, in flagrant violation of allinternational laws and conventions, with the clear objective of digitallyisolating Yemen and depriving its people of their right to communication andknowledge.

Based on the latestmonitoring and technical documentation data up to the end of 2025, indicatorsreveal a systematic and large-scale pattern of targeting the telecommunicationssector. The sector was subjected to (2,764) airstrikes, resulting in the martyrdomof (80) employees in the telecommunications and postal sector while performingtheir professional duties. A total of (1,114) telecommunications and postalfacilities were targeted, of which (711) were completely destroyed. Theseattacks also led to the disruption of (862) service facilities, damage to(1,694) communication stations, and (277) telecommunications towers, clearlyindicating the direct targeting of vital infrastructure.

On the humanitarianlevel, these practices have resulted in the isolation of (114) populated areasfrom the world and deprived more than (1,315,724) users of telecommunicationsservices. More than (14,000,000) citizens have been affected by the deteriorationof service quality, in addition to depriving (950,778) students and researchersof access to information, and (6,812,542) citizens of postal services.

The data also confirmsthat the blockade imposed on the sector is being used as a systematic pressuretool, through the banning of (3) submarine cables, the confiscation of(104) communication stations, (20) containers of equipment, and approximately(6,840,000) SIM cards.

According to updatedestimates, the cumulative direct losses of the telecommunications andinformation technology sector up to 2026 have reached (6,265,762,154.79) USdollars (six billion, two hundred and sixty-five million, seven hundred andsixty-two thousand, one hundred and fifty-four).

The US-Saudi aggressioncoalition has also deliberately sought to fragment the nationaltelecommunications network by establishing suspicious entities aimed atisolating the eastern and southern governorates, undermining Yemen’sinternational internet gateway, and operating satellite internet in occupiedgovernorates, deliberately inflicting economic, social, security, and moralharm on Yemeni society and targeting its authentic cultural identity.

In light of the above,the Ministry of Communications and Information Technology affirms thefollowing:

First:Holding the countries of the aggression coalition fully legally responsible,not only for material damages and losses, but also for grave violations ofinternational humanitarian law, which amount to war crimes under internationallaw, and for all the catastrophic consequences arising from such crimes at thehumanitarian, civilian, and economic levels.

Second:Considering the continued international silence regarding these violations asindirect complicity, contributing to the prolongation of suffering andundermining the credibility of the international system in protectingcivilians.

Third:Calling upon the United Nations and international and human rightsorganizations to take practical and binding measures that go beyond statementsof concern, including conducting an independent international investigation andholding those responsible for targeting the telecommunications sectoraccountable.

Fourth:Emphasizing the necessity of fully neutralizing the telecommunications,information technology, and postal sector, and halting the fragmentationmeasures of the national network, as it is a vital civilian sector that mustnot be targeted or exploited under any circumstances, and that provides itsservices to all citizens across the Republic.

Fifth:Calling for the immediate lifting of the blockade on the telecommunicationssector, opening all entry points for the import of civilian-use equipment andtechnologies, and allowing the reactivation of submarine cables and landingstations without restrictions.

Sixth:Urging the International Telecommunication Union and all relevant bodies toassume their responsibilities and take urgent action to support the restorationof telecommunications services disrupted by the aggression, thereby alleviatingthe suffering of the Yemeni people.

Seventh:Affirming that the continuation of these practices represents a stain on therecord of the international community and reflects double standards in theapplication of international law.

In conclusion, theMinistry of Communications and Information Technology affirms that attempts tobreak the national will through targeting infrastructure will not succeed, andthat this sector will remain resilient, continuing to perform its role despiteall challenges, until it fully restores its capacity and sovereignty.
